Rabindranath Thakur Mahavidyalya, Bishalgarh, constituted a Grievance Redressal Cell for the students to look into the complaints lodged by any student and redress it at the earliest. If the student is unwilling to appear in self, grievance may be dropped in writing at the drop box/ suggestion box or through email.
1. Objective:
The Student's Grievance Cell desires to promote and maintain a conducive and unprejudiced educational environment. The objectives of Students Grievance Cell include the following:
v To
support, those students who have been deprived of the services offered by the
college, for which he / she is entitled.
v To
make officials of the college responsive, accountable and courteous in dealing
with the students.
v To
ensure effective solution to the students' grievances with an impartial and
fair approach.
v To
ensure a democratic environment in the campus.

Scope :
The cell will deal with Grievances received in writing from the students about any of the following matters:-
Academic Matters: Related to timely issue of duplicate Mark-sheets, Transfer Certificates, Conduct Certificates or other examination related matters.
Financial Matters: Related to dues and payments for various items from library, hostels etc
Other Matters: Related to certain misgivings about conditions of sanitation, preparation of food, availability of transport, victimization by teachers, etc,.
3. Functions:
v The cases will be attended promptly on receipt of written grievances from the students
v The cell formally will review all cases and will try to resolve the matter on spot or in minimum time.
v The cell will give report to the authority about the cases attended to and the number of pending cases, if any, which require direction and guidance from the higher authorities.

Grievance Procedure
The grievance procedure is a machinery
to sort out the issues between student and college. It is a means by which a
student who believe that, he / she has been treated unfairly with respect to
his / her academic / administrative affairs or is discriminated is redressed.
It enables to express feelings by initiating and pursuing the grievance
procedure in accordance with the rules and regulations of the college. It
involves a process of investigation in which 'Student's Grievance Cell'
enquires and analyses the nature and pattern of the grievances in a strictly
confidential manner. Matters are disclosed to only those, who have a legitimate
role in resolving the matter. Emphasis on procedural fairness has been given with
a view to "the right to be heard and right to be treated without
bias".
When any grievance is received
either from the drop box placed outside the Principal's office or through
email, the secretary in turn intimates the matter to the committee for necessary
action. Final report based on grievance received and resolved will be submitted
to the Principal and further course of action will be decided and the same
shall be intimated to the students.

Exclusions
Students’ Grievance Cell shall not
entertain following issues;
v Decisions
of various committees constituted by the college.
v Decisions
with regard to award of scholarships / fee concessions / awards / medals.
v Decisions
made by college under the Discipline Rules and Misconduct.
v Decisions
of the college in admissions in any course.
v Decisions
of the competent authority on assessment and examination result.
